Claude for Government went generally available on Wednesday, for US federal and state agencies. The platform had been in public beta since July — I wrote about that launch at the time. New on top: the Claude Code CLI and Claude for Microsoft 365 are rolling out in early access through the same environment, with the same administrative controls.
What agencies get
The platform delivers Claude’s coding and agentic capabilities inside a FedRAMP High authorised environment. Anthropic says agencies get capabilities comparable to its commercial customers, and that new capabilities generally arrive on the commercial release cadence. Claude works directly with files on the desktop — skills, plugins and projects for memo writing, RFP reviews and casework.
Billing without seats
The most interesting part sits in the billing section, and it looks nothing like a standard enterprise contract:
- No seat fees. Agencies pay for usage in fixed increments with a hard not-to-exceed cap. Spend cannot exceed what the agency has obligated.
- User tiers instead of licences. Admins define groups with their own spend and model limits, track usage by user and by model, and get burndown alerts before a balance runs out.
- Departments hand it down. Department-level admins allocate prepaid usage to sub-agencies that manage their own users. SCIM group mappings set rate limits, dollar caps and allowed models per seat tier.
- Direct procurement. Contracting officers deal with Anthropic directly on general-availability terms — no separate cloud-provider relationship needed.
On oversight: administrative actions land in an audit log, sensitive operations on Anthropic’s side require two-person approval, and usage exports carry metering data only. That lets agencies answer ATO and IG requests without moving sensitive material around. Conversation history stays local on the agency-managed device.
The cap is the pitch
Rolling software into a government agency rarely fails on technology and often fails on procurement. This offer aims squarely at that: nothing to count in seats, no cloud middleman, a ceiling the budget office understands, and a secure configuration guide in the trust centre for the security people. The application deploys through standard agency MDM platforms.
Existing customers can move to the desktop application and bring their conversation history along through an in-app import. The CLI arriving only in early access is the more honest line in the post — a terminal that runs commands inside a FedRAMP High environment is precisely where every authorisation review slows down and reads twice.
