Anthropic says one state CIO answered a ransomware attack in eight minutes instead of the usual two to three days. And one developer moved 900 API methods in two days.

Anthropic expanded its agreement with the US General Services Administration on October 27. Government partners get a 40% discount on Claude Enterprise, Claude for Government and the Claude API. Two things are new: the discount applies across every product surface for the first time, including purchases through cloud providers in the coming months, and it no longer stops at the federal level. State, local, tribal and territorial governments are in.

What the discount covers

There is no minimum spend commitment. Agencies pay for what they consume. Anthropic estimates the savings at $1 billion. Buying happens through GSA’s Multiple Award Schedule, starting today. A dedicated implementation program follows in the coming weeks, modeled on what Anthropic already offers large commercial customers.

The numbers behind the deal

About 500 US federal, state and local organizations now use Claude. Weekly active users of Claude for Government are up roughly eightfold since February, and usage across federal civilian agencies has grown about 20-fold in a year.

Anthropic lists examples:

  • Utah handed Claude Code to 34 developers across ten state agencies. 80% had a working environment within 30 minutes, and 71% reported saving more than 20 hours by the end of the four-week pilot.
  • A state CIO responded to a ransomware attack in eight minutes rather than the usual two to three days.
  • A federal security team used Claude Mythos to find and patch a vulnerability in about two days that would have allowed takeover of a critical production system. A human penetration test a month earlier had missed it.
  • A state IT developer moved nearly 900 API methods to a new framework in two days. The work had been scoped for a month.
  • A state IT director documented twelve legacy repositories, mapping 467 database tables and flagging 27 risks.

Where the authorizations stand

Claude for Government became generally available on September 30 at FedRAMP High, with near-feature parity to the commercial products. Through Amazon Bedrock, Claude is authorized for FedRAMP High, with select models cleared for DoD IL4 and IL5 in AWS GovCloud; on Vertex AI it is FedRAMP High. Claude Enterprise is still in process for FedRAMP Moderate under the FedRAMP 20x program.

No Minimum Commitment Outweighs the 40%

I wrote about OpenAI’s government deal in September, when it moved from a token-dollar price to per-token billing. Anthropic is doing something else: one flat rate across every surface, with no teaser price. A discount is easy to copy. No minimum commitment is not. Agencies on tight budgets and long procurement cycles rarely stall over the percentage; they stall over what they have to sign up front.
