China is tightening its grip — in a place that hasn’t gotten much attention until now: the freedom of movement of its AI researchers.
Bloomberg reports that Chinese government agencies have imposed travel restrictions on researchers at private companies like DeepSeek and Alibaba. Anyone working on advanced AI now needs government approval before leaving the country.
Two layers of control
The restrictions are coming from two directions simultaneously. First, private companies like DeepSeek and Alibaba received directives requiring their AI researchers to get government approval before international travel. Second, government agencies are separately imposing their own restrictions on researchers they employ or fund — including at universities.
The result: a much wider net than initial reports suggested. This isn’t just about a few top people at DeepSeek. It potentially affects hundreds of researchers across China’s entire AI ecosystem.
What this means for the AI race
Until now, the talent market in AI research has been relatively open. US labs could recruit researchers from around the world — including from China. That just got significantly harder.
China is no longer competing just on chip supply or training data. It’s now actively controlling the movement of the people who understand its most advanced AI systems. The talent competition is becoming less like a market and more like a state-to-state contest.
For Western AI labs, this means one thing: the assumption that you could always recruit China’s best minds in a pinch no longer holds. The talent pipeline has become a geopolitical instrument.
This isn’t a minor shift. It changes the dynamics of the entire AI race.
